Model 770 30/06 bolt hang up

The bolt will hang up and not open if a empty mag is in the mag well. The bottom lug will catch the follower or mag body and not open. You can only pull it back a 1/2' at the most. You have to remove the mag to open the bolt all the way to the rear. Works and feeds ok with rounds in mag. Is this normal?
