I'm tracking a used 870 barrel on Ebay and the seller describes it as: "Had been drilled for gas holes to put on 1100 or 1187. Those were plugged. Has no affect on usability or function."

I didn't know that a 870 barrel could be converted to be used on an 1100. Is the seller correct? Can those holes be filled so the barrel can be used on an 870 again?

Thanks!

That is incorrect. An 870 barrel can be correctly drilled and used on a Sportsman 58, or an 878, but not an 1100 or an 11-87. Ejector set up and barrel gas ring are different. The holes can be filled, but even if they leak a little it's no big deal. I had a buddy who used the same barrel on both guns and never worried about plugging anything.
What could have happened... did.

I have not heard of anyone using a 870 barrel on an 1100.
