The Mountain rifle is very uncommon in this area and none to compare. Hope somebody can answer some of these questions. What gives?

I am working on a 1987 vintage 700 Remington Mountain rifle in .270. All is going well with one question. On taking the rifle apart I found two thin round shims or washers between the stock and trigger guard. These shims are the width on the Trigger guard. Previous attempts to get an answer mainly resulted in speculation with one reply where the owner had found these shims or washers in all the numerous Mountain rifles he had owned.
