Hi this might be a stupid question but i just purchased and brand new 700 sps and when the bolt is closed with a round in it or not when you put the SAFETY on you can you can still open and operate the bolt it.. you cant fire but you can still open it up.. all my other older 700's and other brand rifles bolts all lock shut when the safety is on.. is this new for the newer models?? or is there something wrong with it??

This is normal...the reason behind it is to make the gun safe as you draw the bolt open to unload any rounds in the chamber/magazine.
