Hello I am new to bolt guns and was hoping to find out a little about the 700 in .308 with 16.5 heavy barrel accuracy and losses at ranges of about 600 meters

Well, you have a barrel that could be potentially as acurate as a much longer one with similar twist rate.
What you will find if shooting out to 600 yards is that the medium-heavy to heavy wind-bucking bullets are going to be travelling maybe 200-fps slower from the start compared to being fired from a 24" or so barrel. So wind drift and bullet drop will be exaggerated, as much as a few feet in elevation in some cases. This can be compensated for, but it wouldn't just be the rifle/scope/mounts, it would be the shooter and how much one understands how to adjust, and the quality of the ammunition. I gave up shooting @ 600-yard targets a long time ago so my answer might be a bit fuzzy.

Honestly, even though that shorter barrel is a pretty stiff piece at only 16.5 inches, you are pushing the envelope with it beyond 600 yards. I like short fat barrels myself, but understand their limitations in the reach department. USMC 83' - 87'

Exactly...my gut feeling is that a 16.5 short barrel doesn't lend itself to great accuracy out to that distance !

Yeah. The military kinda complains about the 16" barrels of the M4's, and I don't blame them. The carbine is great for urban-type fighting, but I feel the standard 20" barrel of the M16 rifle is still best.
Really, when you think about it, out fathers and grandfathers won world wars with at least 24" tubes hanging on their rifles, urban warfare and all. I guess you have to look at the difference in say, a .30-06 tube versus a .300 WM tube. There is a reason they give the magnum two extra inches of barrel...pressure. USMC 83' - 87'
